18 Jun 2026
Saint Francis University (SFU) officially signed a Memorandum of Understanding with the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration (Lecheng Administration). The two parties will work together to promote collaborative talent cultivation, two-way exchanges, and the joint establishment of international standards, with a view to reaching a strategic partnership for internationalised nursing talent development. The joint efforts aim to support Hainan in building a highly competitive hub for nursing talent and enhancing its healthcare service capabilities.

The Memorandum of Understanding was signed by Professor Stephen Cheung Yan-leung, President of Saint Francis University (SFU), and Mr. Fu Sheng, Director of the Lecheng Administration. With the commencement of a three-year partnership, the two parties will establish a high-level meeting mechanism and a joint working group to ensure steady progress of the collaborative projects.

Professor Cheung said, "We look forward to strengthening exchanges and collaboration between the two regions in healthcare talent development, clinical internships, professional training, and standards development through this partnership, leveraging SFU's educational strengths and Lecheng's clinical resources to promote advancement in education and health sciences in both places."

Under the framework of this MoU, both parties will deepen collaboration across key areas including nursing talent training, joint development of international standards, and academic exchanges. The inaugural project will be the "Lecheng–Saint Francis University International Nursing Talent Training Programme," with SFU offering places to Lecheng for short-term vocational skills certificate courses annually. Efforts will also be made to develop customised training programmes based on the park's needs, while SFU's expert teams will be on hand to jointly conduct research, formulation and validation of the "Lecheng Pilot Zone International Nursing Service Standards" with the Lecheng Administration. Feasibility studies will also be conducted on the offerings of professional training courses in rehabilitation fields such as physiotherapy.
